Each hero's ability relates to threat. When your threat becomes dangerously high, you can reset it back down to your starting threat of 24 using Aragorn's ability. Raising your threat instead of damaging Frodo Baggins and raising your threat while questing with Glorfindel are okay in the early game because you have the ability to drop your threat by a massive amount once per game. Raising your threat to keep Gandalf in play can be worthwhile as long as he providing great benefit. As soon as he is not a great help anymore, simply allow him to be discarded. While raising your threat in the early game is acceptable due to Aragorn's ability, it is not wise to raise your threat needlessly. Doing so can be advantageous (keeping Gandalf in play, readying Sam Gamgee, playing Bofur at a discount during an unsuccessful quest phase), but even so there are still ways to control your threat throughout the game.

Elrond's Counsel reduces your threat while providing a small willpower boost. Playing a copy of Light of Valinor will negate raising your threat while questing with Glorfindel. Frodo can take damage as threat, but this threat increase can be reduced by using the attachments Fast Hitch (giving Frodo multiple defenses per round) and discarding cards to Protector of Lórien. Frodo's defense can also be increased using Arwen Undómiel's ability. Playing A Burning Brand on Aragorn or Frodo (Frodo must have Song of Wisdom attached first) will also negate any threat increase due to shadow effects.

By the time you have reset your threat (even as early as the third round), you should have already established a good board state. If you quest unsuccessfully, it is possible to play Bofur during the quest phase for just one resource. With Frodo in play, it costs just one resource to play Sam Gamgee. With attachments such as Unexpected Courage, Light of Valinor, and Fast Hitch it is possible to use each hero multiple times per round. Cheap card draw events and cancellation abilities are also included in the deck. By the time you reset your threat to 24 and "start over", your heroes may have one or two attachments each along with at least a few allies to help out.

This deck allows the player to start the game quickly by playing low cost allies and attachments and still be able to save one resource for A Test of Will, Hasty Stroke, or Elven-light. The most difficult aspect of playing this deck is using resources to play the best card at any point in time. There will usually be a card that could be played each planning phase that may not be wise to play at that stage in the game. Resist the urge to pay for a card if it won't provide immediate benefit. With so many playable cards, resource management is key. Once you play a Song of Wisdom on Frodo, playing Lore cards become slightly easier, but even here discretion is needed to play the best cards for the circumstances.

This deck is designed for solo play, but it could be modified to work for multiplayer games as well.
