This could be considered more a framework than an inviolable decklist, but it has done excellent work as one of my two hands against Flight of the Stormcaller; its low threat and fine questing ability suit that scenario well, yet it is still able to put down ship-enemies and associated Corsairs.
The general idea is to just throw all the monies onto Arwen, enabling the play of expensive cards even after the Secrecy threshold has been breached. Vanish from Sight is also key for enabling late plays of the Secrecy Leadership cards: DĂșnedain Wanderer and Timely Aid. If you choose not to throw a Resourceful on Denethor (as I usually do not), Faramir and Gimli are expensive, but their 1x counts and the occasional lucky Timely Aid should help with that.
Both flavors of ally Gandalf have been included: Core for his still-unparalleled Sneak Attack bombs, and OHaUH for that "screw it, let's go" moment in the mid/late game. Addtionally, Treebeard, Glorfindel, the Wanderers, and Northern Trackers provide a surprising amount of combat teeth.
