I must be one of the few players who really likes the Tactics incarnation of Theoden. Maybe I am just a sucker for the spurned.
This deck is mostly about questing hard while Théoden becomes more and more powerful. If Herugrim isn't in your opening hand mulligan for it but if you still don't get it there are plenty of draw effects to try and dig it out. Then Snowmane should be easy to get with three copies of Westfold Horse-breeder. You now have a character who can quest for 3 and then swing for 6.
Next is The Favor of the Lady which is expensive but pulls double duty on the Theoden/Snowmane combo and thanks to Arwen I have had no real problem with resources.
Attack power for multiple enemies can be tricky but Firefoot and Mighty Prowess can really help with that. This deck has also made it down the Anduin and turned The Watcher into calamari in a couple of rounds so boss enemies shouldn't be too much trouble.
Defensively it's pretty robust too and with Frodo Baggins, Honour Guard, Defender of Rammas, Feint and Quick Strike you can hold off quite a few enemies before Theoden chops them down or you quest right past them. You could even add Ride Them Down in quests where you need to stall or there is some other quest condition besides traditional progress.
