This deck is completely untested. It's just a theory-craft of what can be done with The Burglar's Turn to simply quest for a decent amount turn after turn and hand out presents when the active location clears. It can probably only hold up with two or more other players.
As I see it, we all owe some credit to Sfrug for pointing the way with their deck.

Soldier of Erebor = Soldier of Gondor
Dwarrowdelf Axe = Durin's Axe
The Favor of the Lady = Silver Circlet
The notable tricks present in this deck are these:
- Frodo's ability helps keep the heroes in other decks ready to defend, since you're usually incapable of doing it. He also keeps your threat steady.
- When it makes sense, use Frodo's ability on Pippin. Then use Pippin and Ravens of the Mountain to start clearing the active location earlier than you would otherwise.
- This contract was made for a card like Curious Brandybuck. Seems pretty saucy, and combines well with A Very Good Tale.
- Strider's Path lets you pull from the loot deck at a greater rate, allowing you to bypass an attachment you might not need right away. It could even let you pick and choose which travel effects you're willing to eat for the sake of putting out loot.
Season to taste:
- If you're not playing with a dwarf hero across the table, swap Ring of Thrór for something like Citadel Plate or Celebrían's Stone.
- If you successfully burgle Necklace of Girion, consider putting it on Pippin. Then all your midgame can be Spamfast Gamgee.
- I kept it 53 cards. If that fries your brain, cut 3 of the ally you like the least. Keep the Daeron's Runes as cards 48, 49, and 50. :-)
