This an Outlands deck (duh, having Hirluin the Fair) and Na'asiyah and Éowyn are there, as there are no other Outlands heroes (Boo-Hoo).
Na'asiyah serves as defender (or attacker as well with Dúnedain Mark and Unexpected Courage) Éowyn quester, and Hirluin whatever is convenient with your Outlands allies.
Try to draw any Outlands allies on starting hand, as well as Steward of Gondor and A Good Harvest, so you an immediately put it on Hirluin the Fair, and buy any Outlands allies that came out. After that just buy all Outlands allies and you should be good.
