Mulligan for Steward. You will need money.
Celebrian's stone is for Glorfindel.
Usually i put first Armored Destrier on Aragorn (so he can defend and attack after) and first Ancestral Armor on Frodo (he can ready with Fast Hitch)
Pillars of the Kings has many uses. Extra draw T1 if you have managed to get Frodo's response, bonus or in case of emergency... or threat control in late game.
Outside Steward of Gondor you are not using a lot of uniques (and usually people play another version of those heroes^^), and all your heroes can quest and be ready.
Mariner's Compass is for Frodo when he has some extra readying, but usually Asfaloth is a sufficient location control.
Maybe drop Red book, one sword and one shield for 3 Legacy Blade and faster flipping contract (but i was playing this deck with an Erestor 3 hunters so he had those 0-cost cards in his deck).
