he asked for a rohanfokused killfirst deck. this is my simple soloution:

it need a partner who is good at questing, who should also have a low startingthread (if also rohan theoden(s), theodred motk(gamling) could do the job)

mulligan for Resourceful, even if not drawn, try with (MotK) Gléowine and Daeron's Runes and Drinking Song (play Strength and Courage before ;) else its somewhere in your deck) or Heed the Dream to get one. (you start in secrecy because of eowyns ability)

put everything on eomer, use his ability and kill 1 enemy every round in the staging. with Strength and Courage (take becaue of The One Ring play 1. round) ) he strikes with a minimum of 7. that increase with firefoor and/or weapon + golden belt to 11 (in the staging, together with the Dúnedain Mark it can raise up to 14.

Sneak Attack not only for gandalf (but mainly, he can also kill before be attacked) it can also be used for the Westfold Lancer.

cram on eomer or eowyn, she can have 3 attacks with str. 10 once with her ability (or 2 if she was questing before) with Quick Strike she also kills before it has to be defended (very good for szenarios where enemies are angeged from the start)

comments i prefer this version over the version with Herugrim and possible Galadriel + Nenya, because this hits from the start and with that many carddraw it is relatively save to have an hard punching eomer soon.

it is not pure rohirrim, the hobbits fits so well, and healing is allways good. these allies could be easily replaced by rohan-allies if wanted. gandalf can be replaced if someone want to play a hero-gandalf-deck, just put in some allies that are good with Sneak Attack (Beorn more Westfold Lancer,...
