Every time I would go to build a Tactics-heavy deck, I found myself replacing my favorite allies in order to squeeze out a little more willpower for questing. Dernhelm (Éowyn) and Théoden work well together to counter that weakness. This deck can quest for 10 out of the gate.
I'm a big fan of putting Raiment of War on warrior allies and watching their stats get heroic. This deck has 7 of them to choose from. It also helps make sure you have a weapon handy for Foe-hammer.
Aragorn goes on offense with double Dagger of Westernesse, Rivendell Bow, and his mount Roheryn. He can occasionally quest when he's got extra resources - just be sure to save some for Sneak Attacking Gandalf and for Déorwine's shadow cancellation.
Théoden boosts his own Golden Shield, so if you don't need that extra 3 willpower, you've got 5 a defense sentinel blocker handy. Stick the Armored Destrier on him, and you've got a counter attack ready.
Éowyn's once per game attack is good in a pinch, espeically after you drag an unwilling enemy over to your side with Westfold Outrider.
