The potential of Tactics Eowyn is undeniable. Having a Tactics hero questing for 4 willpower at a threat cost of 6 is not only the best ratio of willpower to threat cost for a Tactics hero, it is the best in the entire game. She's better than Glorfindel! That in and of itself is a significant accomplishment, but her ability can be far more interesting. As someone that loves cool combos, I thought, "What if I used Hour of Wrath in conjunction with her 10 attack?" That would mean she would basically be able to kill all the enemies engaged with you. But then I thought, why limit myself to that? So I put in Elf-friend with Rivendell Bow, which allows her to attack every enemy engaged with ANY player. I also threw in two copies of Forth Eorlingas!, so if you really felt like killing every enemy on the board, you could.

But the jank doesn't stop there. With Hour of Wrath in its Valourous form it can let Merry, Eowyn, and any character attack together, as the other character could be readied with Merry's response. So if you happen upon one of the copies of Legolas, you could draw a lot of cards.

A lot.

And then you have the Theoden jank. Let's not forget that this is a questing deck, as the combination of Tactics Theoden (who is actually good!!) and Eowyn yields 8 willpower a turn. Well, you might notice that the deck doesn't have a very good base defender that starts in play. So we need to fix that by using A Good Harvest to put Snowmane onto Theoden, then giving him a Golden Shield. If you don't have the Harvest or Snowmane, simply hold Theoden back from questing so he can defend. The five defense with the Shield is quite powerful, especially with Sentinel, and you still get 5 willpower out of Eowyn each turn. Shadows can be cancelled with Sterner than Steel.

This leaves us with attack. Obviously, the turn you use Eowyn with Hour of Wrath you don't need to worry about attack, but at other times your main attacker will be Merry. His 1 attack may seem paltry, but once you get out a few decent attacking allies, he can help out by readying them for more attacks. Once he gets his Dagger of Westernesse, you can use Foe-hammer to draw you some cards.

Since this is a Tactics deck, it's bound to be short on cards and resources, but I have done all I can to fix this. Resourceful and Good Meal can help you get out that 4-cost Hour of Wrath, and Foe-hammer, Legolas, and Gandalf can help you find it. I STRONGLY encourage playing this alongside a support deck that can give it cards and resources.

Is Resourceful worth it in this deck, since you aren't in Secrecy? It takes a LONG time for it to become profitable at 4 resources

@TipsyGamer I completely understand your point, and I too thought so, but without in-sphere resource accelerators not named Mablung, I will take anything I can get! Feel free to cut them if you want though.

Massively late but I'd swap it with either Necklace of Girion or Bilbo's Spoons if you just want a short-term boost. I'm not entirely sold on 3x A Good Harvest just to play 3x Snowmane - have you tested swapping out 2 or 3 of them for Unexpected Courage?
