I really wanted this deck to be Elrond and his sons, but I couldn't get it to work consistently. With so many allies being fed to Durin's Bane, Prince Imrahil made way more sense rounded out by the every reliable Éowyn. Clearly ally heavy, this is all about getting allies out as quickly as you can. Elrond's with Vilya excels at this and with Light of Valinor on him he can still commit to the quest as well. Drop Steward of Gondor on him, perhaps with a Resourceful, and he can afford to put in a mountain of allies. Master of the Forge and Imladris Stargazer can be used to pull out these attachments quickly.
