Use Prince Imrahil to cheat in effect cards early, use card draw to search for Vilya, then use Elrond to swarm in expensive allies & set up for mid/late-game events

If you have Elf-friend, you may want a 1x to put on Imrahil to pull some Noldor allies as well.

Unfortunately I don’t have that in my collection; I have core, starter decks, the 2 Fellowship sagas, Shadows of Mirkwood, Grey Havens & Dreamchaser cycle, and a few Noldor-focused APs

Daeron's Runes and Vilya both deserve three copies. Steed of the Mark is not very good, and Dúnhere doesn't work well in a high-threat deck. I would replace him with Éowyn. You seem to really like adding two of a card. As long as it's not unique, it's often better to run three. For example, you should run more Imladris Stargazer (who is absurd with Vilya) and cut Knife-work.
