Attach Radagast's Staff and Wizard Pipe to Radagast and Support of the Eagles to Gwaihir.
If Gandalf is in your hand, put him on top of your deck with Wizard Pipe and play Gwaihir's Debt to sneak him in.
Reduce the cost of your eagle allies with Radagast's Staff. Use Flight of the Eagles and Meneldor's Flight to ready Gwaihir as needed (Wilyador and Vassal of the Windlord are great targets for that).
Draw / search for cards with (MotK) Legolas, The Eagles Are Coming! and Word of Command.
