The Last Alliance can be used for each of the heroes:

• Celeborn give incoming outlands bonus for this round
• Hirluin the Fair to pay for all silvan-allies
• Thranduil to pay for outlands in the combatphase

another good options are:

• use on Silvan Tracker to heal all characters
• in dire situations to max questing or attack it could be of use use it on Ethir Swordsman or Knights of the Swan to get wp or attackboost for silvans in this round
• on Anfalas Herdsman to give the silvans a temporary hitpoint (together with Silvan Tracker could rescue some 1-hitpointsilvans)
• a cornercase-option would be the use on Forlong if you miss spheres on oultlands but have them on silvans

would rarely use it with The Elvenking but there might be situations where it is necessary

consider Host of Galadhrim but it has limited use on outlands. (for readying, the Strength of Arms is cheaper and need no use of contract).
