Théoden, the King of Rohan, was reinvigorated to aid the Gondorians in their time of need and to ride again to glory.

This deck focusses on Théoden and several attachments to equip him with. Théoden's ability lets you play Rohan allies, such as Snowbourn Scout and Háma, at a discount. and these allies can help protect the King from attacking enemies. Galadriel helps you find attachments like Herugrim, Unexpected Courage, Celebrían's Stone, and Snowmane, all of which can go on Théoden, making him even more powerful and versatile.

In addition to those attachments, Galadriel can find the ever so strong Steward of Gondor. Leadership cards are more prevalent in this deck, therefore Faramir or Sam Gamgee are good targets for the Steward of Gondor. This deck can generate numerous resources with Steward of Gondor, and cards like Grim Resolve can be a good way to spend them.

Faramir has a great ability which allows you to ready allies you control. Allies that are good at questing as well as attacking and/or defending, such as Gandalf or Gimli, are prime targets for Faramir; send one of those allies questing, then Faramir can ready them for combat.

What is the purpose of Bilbo Baggins in this deck? There are no pipe attachments so I'm a bit confused.

Certainly a fair observation, and honestly, I think it's primarily a result of the thematic card pool. When I've played this deck, I tended to use Bilbo to help quest, and if needed, use Faramir's ability to ready him for a chump block.

Of course, I also feel that recognising Bilbo's ability is a way that the creators are encouraging the player to manipulate the deck to their liking (remove Bilbo for something else, or include a pipe etc.)

That's fair and this is what I thought but being new to this game, I was also thinking there might be something I am missing :)
