Premise
This might be my favorite Rohan deck. I also think it might be the single-best showcase of the archetype since it features almost all their themes - the swarming through The Muster of Rohan, the discarding through central cards like Rohirrim Scout or Horn of the Mark, the staging attacking through Éomer, the mount synergy through Westfold Horse-breeder and lastly the combination of Éomer and Lothíriel.
The base idea here is the following - Éomer receives The One Ring alongside Strength and Courage to snipe whatever enemies are present in the staging area. You should hopefully avoid most engagements early on due to your low starting threat, otherwise you can look to Rohirrim Scout to help you out (at least in solo). questing is provided by Éowyn and Lothíriel as well as your allies. If enemies do engage you, you have multiple tools to handle them such as Feint, Grimbold or Déorwine.
How To Play
I like to see some resource acceleration early on (since Éomer's ability gets quite costly). Another card I target a lot is Horn of the Mark since it is pretty much your only form of card draw, something you desperately need to feed Lothíriel. If you get some of both (ideally Steward of Gondor for Éomer and the Horn for Lothíriel), you are very likely having a great game. Gather Information as a tool to find whatever is missing can also be key in that regard.
Considerations
The Riddermark's Finest and Westfold Outrider are great for higher player counts here but do not quite pull their weight in solo. Spear of the Mark is a straight swap for the One Ring if you play saga, are worried about threat or someone else is running it. Legacy of Númenor can be a much-needed resource boost, however it does somewhat collide with the One Ring and the idea to avoid engagements to some extent, so I would only include it if you don't run the One Ring, if the scenario needs a quick start or if you don't care about no engagements that much (for example in multiplayer settings where you might have a strong sentinel defender). Double Back is great if you are worried about threat and almost certainly a straight include for one copy of Rohirrim Scout in multiplayer.
