The card that inspired this deck was really the new Elfhelm ally and how he can be amazingly combined with A Very Good Tale. To get another ally into play we use Prince Imrahil and our Rohan hero for leadership access is Théodred. He can give Imrahill ressources for his ability and ready him with Heir of Mardil.

But who should be our third hero? Well, Ranger of Cardolan is another ally we can cheat into play, so why not use Amarthiúl, who is also great for ressource smoothing in a Tactics/Leadership deck.

So then we have to fill our deck with some expensive allies. Most of them share a trait with Imrahill, the only exceptions are Erestor and Steward of Orthanc, who can give some much needed card draw. Also Sneak Attack/Gandalf should be used to draw cards.

@The BGamerJoeThank you for your analysis! I played the deck until now only in multiplayer with a questing deck, so it was interesting to see how it worked in solo. An idea against quests with direct damage like Journey down the Anduin might be to include Honour Guards.
