Looks, proximity to power!

Load Sam up with his attachments (Hobbit Cloak, Staff of Lebethron, Dúnedain Warning, maybe Celebrían's Stone) and put Sword that was Broken, get Nenya and the ladies on the table (Rosie Cotton & Arwen Undómiel) and Sam should be questing for 14 and defending for 6 without any shadows most turns. If Rosie gets Fast Hitch (via the Ring of Barahir) then he can bump that to 8 while still getting Rosie's boost fromquesting. Alternately, Rosie plus Taste it Again! lets him attack for 8 , plus whatever Marks you may put on him.

Rosie also can convert Galadriel's into or for Battle or Siege questing.

The priority card is Rosie, as she adds the most flexibility immediately. Second would probably be Elrond's Counsel, as it's nice to get your threat knocked down early. On that note, Nenya is less important in this deck than you might think, as Galadriel's threat reduction is more critical. With Sam & Aragorn having their own readying effects, that means I'll usually put Unexpected Courage on Galadriel to use both her ability and Nenya.

Other top cards to have on hand early are Mirror of Galadriel, to speed the attachment-fest described above, and Sword that was Broken to charge up the willpower factory, even if it will take a couple rounds to get out.

The weakest cards here are probably the two Hobbit Pipes, but Bilbo slots so nicely that it seems a shame to not throw them in and shrink the deck at least by one. If they come out before you play your Elrond's Counsels, then they're worth it--if not, you just hope you lose them to the mirror!

I've tested this (extremely) successfully solo against Journey Along the Anduin, the whole Shadows of Mirkwood cycle minus Return to Mirkwood (I used the healing sideboard for Rhosgobel) and so far Khazad Dum has been a cakewalk as well. I'm going to see how far it can go.

Everything has been solo so far, but I've avoided some of the usual cards (Steward, most notably) in an attempt to make it fellowship-friendly.

This deck is vaguely inspired by "Sam's Inexhaustible Pack" by The BGamer Joe, but this feels a little more reliable (hence the name/Hamilton reference) with the resource match. I was looking for a way to combine Rosie and Galadriel and his deck popped up--but I don't yet have Scorpagorn, so I took things in a different direction that I have really enjoyed playing. This is my first (mostly) original deck, so feedback is very welcome.
