Toolbox deck that combos Vilya and Wizard Pipe to play allies from any sphere for free, with Word of Command and Heed the Dream to find the right ally for any situation. The pipe, Gildor Inglorion, Imladris Stargazer, and Zigil Miner let you clear the top of the deck of cards you don't want, while drawing / adding resources. Elrond and Gandalf can pay for any sphere ally when its played off the top. Folco Boffin is there for early resource generation and can be sac'd later to offset the high starting threat. The uniques can be switched out depending on your fellowship / needs of the quest but I would recommend keeping the Gildor Inglorions, Bilbo Baggins, and Landroval.
After testing I found I never acutally used Master of the Forge so I added in the Elrond's Counsel. I may add in some more events as well, as I've found your hand gets a little clogged up with some of the allies you aren't using.
