The strategy of this deck is speed. This goes for questing and attacking. This idea (which is not original to me) came from something Caleb mentioned, but since he was unable to find his decklist I ran (or rode, heh) with the idea myself. Since then I've been testing a few variations of this deck. The Muster of Rohan is the key and is played over and over again. Another important key is pacing/timing of card play. This deck cannot beat every quest but it is fun. Despite being built for speed I've actually been a bit surprised with how long this deck can last in a drawn out game.

As mentioned previously, the key is cycling The Muster of Rohan over and over again. Cards can be shuffled back in through Will of the West (along with the Muster) or put back into play from Stand and Fight. Will of the West should only be used if deck thinning becomes to much a problem by not having enough allies in the deck. Another strategy for hitting the Muster is the pipe included. Dwarf Pipe is a placeholder for a certain unreleased card (which I won't spoil here). This card will help a hero stay alive longer, and help find our key card.

Drawing and deck-thinning have not been an issue so far, so long as you have at least a MoR and/or HotM.

Ideally, we are drawing a card every round with Horn of the Mark. Horn of Gondor allows chumps to turn into resources for fueling another charge. Elven-light has a double-boost for draw and willpower. The other attachments are bonuses when you find them. You can always let Eowyn use them with her ability.

Swarming allies should not be a problem considering the amount included in the deck. Some you can play from your hand, the others will be mustered and discarded (and hopefully saved again). Many of the allies can be used for their action advantage before they are discarded at the end of the round. Allies were also selected for their willpower and attack. I was primarily targeting 2 and in conjunction with action advantage. Hopefully, a card like Rider of Rohan can both quest and attack in a single round, even without a side quest.

Éomund should be in play through Lothíriel as much as possible. This way everyone can quest and defend/attack if they re not discarded. Gamling, another key, can help save a Rohirrim before they leave play at the end of the round. Even if he is put out via Muster he can save one before he himself goes. One of the best targets for Gamling is recycling Escort from Edoras over and over. Horseback Archer is another placeholder for an unreleased card which will help with questing and direct damage. The other allies have their own gimmicks which are fairly clear.

I will admit this deck is a bit clunky at times as there is a lot happening at once. I am also still testing this deck. Other substitutions can be made for adding more weapons and Reforged with Eowyn's ability, but I find this slows things down too much. I am very much open to suggestions!

eanwhile the pipe and the event for it, is spoilered at beorn.

muster the rohan is a great card, that improves rohan. meanwhile i come to the conclusion, that rohan, to really shine, need 2 decks.

you see it at this deck. theoden is missing. it is hard, to get lothiriel+eomer make effectively work and get many allies on the table (for what theoden is superb) even with the new pipe and the event, that reduces the cost of next card. you have those things and mustering. 3 cards to get the game rolling, that without good carddraw (no deep knowledge no drinking song, no runes).

@doomguard I do agree this type of deck suffers from adding permanent board presence. I tested this with Théoden and I couldn't seem to make it work because he ended up being too slow in terms of questing. Because the deck focuses on Muster of Rohan it really doesnt expect allies to be in play all of the time (which messes with consistency). While Horn of the Mark is amazing card draw it does sometimes struggle keeping up which is why it is so important to see in an opening hand.

I agree with your assessment that Rohan still struggles to be competetive in some respects. It relies on different cards fighting to be stuffed into a single deck. Like you said they are better in a fellowship. Thankfully, they are fun to play with no matter what!

and it its astonishing how good they can be with 2 decks. i had a fellowship with lothiriel, erkenbrand and motk gleowine on the one hand, and theoden, eowyn and eomer in the other deck. they had no problems to beat carn dum and belegost, and that was before mustering comes out, with mustering, i think these are one of the best fellowships the game has at this moment.

Hey @beesk, that's certainly something you can try. I added those cards to my sideboard but ultimately felt they take too many steps to work. If you do, try it feel free to post back! Maybe you'll find a better way than me. Looking back now, there are certainly some changes I'd probably make myself

@Sprig3 doomgaurd is correct. This deck was somewhat of a prototype of playing around with Lotheriel's ability and recursion. I know I have an updated version somewhere but I can't seem to find it!
