This is my mono-tactics Eagles deck with the The Burglar's Turn.

To be honest, the bones of this deck still reside in the power combo of the three heroes, Éowyn, Hirgon, and Théoden. In the early days and through a lot of the game's life span, questing with tactics lead to losing. However, this set of heroes can contribute 11 willpower on turn 1 and by including many tactics allies with 2 willpower, that obstacle falls and this deck smoothly quests through scenarios. Often times, these cards can be a bit expensive since tactics pays a tax for willpower allies (eg. only Pippin contributes 2 willpower for 2 resources). The discount from Hirgon makes them more cost efficient and with the high starting willpower, it should be no problem to trigger Hirgon's ability every single turn and the tax disappears.

When I play the deck, I often want to get a Eagles of the Misty Mountains in my opening hand and play it turn one and then chump a bunch of the eagle allies to beef up one of them into a tank. However, even if that doesn't happen, the deck still works since many of the allies do not cost much and you could play a Vassal of the Windlord and Riddermark Knight in 1 round for 2 resources and have chumps at the ready.

Two things of note about this deck: I put in Flight of the Eagles as a nod to Electron Jon and for a fun card (though it often does not work out for me); I also like to play this deck when I want an easy deck to play as it requires very little piloting since you usually just play 1 ally a turn with a handful of 2 ally turns. Makes for quick games.

Why include the contract? I never really found myself playing many attachments in previous versions of this deck. I used to play 2 Support of the Eagles and 1 The Red Arrow and no other attachments (probably should have included Horn of Gondor too). Being able to get something like Necklace of Girion or Stone of Elostirion completely changes the tempo of the deck while something like Golden Shield can make Theoden into a nice defender.

I made it to Mt. Doom in the Saga campaign with this deck and a partner deck so I feel confident in saying it can handle a lot of quests. Is it a world beater? No. But it's a solid deck that rarely totally falls apart and gets blown up (except famously that McDog Jesus game with Aaron at Con of the Rings 2021).
