Qwaz 410
This deck is meant for multiplayer, paired with a decent combat deck and works especially well if it's a Valour one. Gandalf & Glorfindel could help out in a pinch but they'd both benefit from assorted attachements this deck does not provide if they did. All the sidequests benefit multiple players so this works well as a 3rd or 4th deck too if the bases are already covered.
The inspiration behind this deck was that Gandalf could play any sidequest from the top of the deck. If, however, the quest is not sidequest suitable...
REMOVE 3 x Dúnedain Message, 5 x Player Sidequests
ADD 3 x Dwarven Tomb, 3 x We Are Not Idle, 2 Ancient Mathom
...the deck still functions to quest, explore locations and control threat.
Mulligan for Light of Valinor or Bilbo Baggins/Wizard Pipe
All the cards that aren't Spirit or Neutral need to be played with Gandalf from the top of the deck however the 10 cards cost 6 resources between them and thin your deck as they go. Other than that card draw is in large part targeted. Bilbo Baggins for the Wizard Pipe, Westfold Horse-breeder for a shot at the 2 mount cards, Dúnedain Message for the side quests and Gather Information for whatever you need at the time. Song of Eärendil, Daeron's Runes and Ancient Mathom are supplimental and serve to hasten the deck. There are spare uniques dotting about to discard and once you have all your sidequests the Dúnedain Messages become worthless too. Gandalf's Staff I generally use for resources if it hasn't been urgent to remove a shadow card.
Light of Valinor & Asfaloth land on Glorfindel. Maybe an Unexpected Courage for Merry (If you need the 2 willpower he can bring). Gandalf gets the rest so you can make use of his stats as often as possible.
THINGS TO CONSIDER
Make sure you're getting the full threat benefit from expensive The Galadhrim's Greeting's. In 2 player games its worth using them just on your partner (since you have Merry)
Delay the Enemy's benefit really depends on how many enemies are in play and shifts the burden of questing, largely, to other players. If this is problematic then sideboard it in favour of an extra Ancient Mathom
Power of Orthanc and Hasty Stroke are in the sideboard for those quests you don't want to run without them.
