The goal of this deck is to use Hour of Wrath to handle combat for the entire table. After testing it some and playing it at Con of the Rings '23, I've been reliably been able to start playing Hour of Wrath on turn 2 and most turns thereafter.
Mulligan for Pillars of the Kings to get into valor so you can use the valour action on Hour of Wrath. With your low starting threat, you should get 4 cards as well when you play it. With Sneak Attack Gandalf, Foe-hammer, and (MotK) Legolas, you should draw up most of your deck throughout the game.
Frodo Baggins gets a Song of Battle so he can discount Hour of Wrath with Good Meal. Hope Rekindled can also be used discount Hour of Wrath, or it could be used to find a copy of it if you haven't drawn one. Once you run out of Hour of Wrath's, you can start using Book of Eldacar to play them again. To keep this up, you will need The Day's Rising since it will cost 4 resources per turn (2 for the book and 2 for an Hour of Wrath with a discount)
Sterner than Steel and Raven-winged Helm are tools for protecting Beregond from bad shadow effects. Once you get all the toys on Legolas, he is effectively attacking for 8 which will take out most enemies in the game, allowing Legolas to draw tons of cards when you use Hour of Wrath, especially in a 4-player game.
Since you are playing most of the game in valour, Favor of the Valar, Gandalf, and A Lesson in Caution can help manage your threat in addition to Frodo's response. Another option is to use Thorongil to bring in Beregond. Alternately, Thorongil can be used to bring in Legolas so you can finally pull your weight "questing."
