I absolutely love The Last Alliance for well-rounded solo decks like this. While playing Thengel is kinda cheating, I don't think he really counts when you combine him with hobbits. Let's take a look at all the fun things you can do by combining the Rohirrim and Shirefolk.
- Play Mustering the Rohirrim on Turn 1 with Gríma. This hits all allies due to the The Last Alliance. Even better, you get a permanent ally from Thengel at the end of the turn.
- Get a Thengel trigger when you discard a Halfling Bounder to its ability. Combine this with Gamling for repeatable cancelation.
- Draw cards off all your shenanigans using Horn of the Mark. If you have Nor am I a Stranger and the horn on Merry, you get card draw for any ally leaving play.
- Counteract the threat increase from Gríma with Merry, The Shirefolk, Double Back, and Morwen Steelsheen.
- Boost all your allies with Astonishing Speed for a ridiculous questing push. You can even ready the Rohan characters afterward with Éomund.
- Make all these combos more consistent with Gather Information and Drinking Song.
- Bob can find Hobbit Pony for Merry and Light-footed Steed for Thengel.
- Add in pipes from the sideboard for smoking fun.
If you want to make the deck even stronger, find room for Snowmane and Keys of Orthanc.

i think it could even be better with Merry. starting with 26 and ahaving The Shirefolk and Double Back thread is not much of an issue, so the ability of Merry not this much needed.
tactic gives you nice things, like Golden Shield on Thengel, 2 very nice discard-allies Grimbold and Westfold Lancer and acces to Bywater Shirriff (cost only 1 with discount from contract or grima)
The Muster of Rohan is still usable with the contract 1. round, but i think use it 1. round is not the best option (would 1. play same permanent allies and use it when its dire or having Morwen Steelsheen in hand)
