The Storm Comes can be a rather powerful card… But what to do with being freed from the shackles of resource matching (if but once per round for one ally)?

This deck is a rather facile answer to that question: spit out one bomb ally per round. Erestor is here to draw into them. Arwen is for her virtual 4th resource—while the fundamental deck idea is probably better for spamming out 3-cost allies, I couldn't resist trying to bite off more than I could chew. Plus, it gave me the excuse to pay homage to @Seastan's classic "Everything Costs 2" deck name. (Barely: 27/50 cards cost 4 here.)

Of course, even with Thurindir to fetch the side quest, one has to actually complete it ASAP. So, some concessions to the 4-cost idea were made to maximize the you could spit out first turn: Silvan Refugee and Bofur are cheap temporary questers, potentially contributing 4 for 2 resources (which, thanks to Arwen, you will indeed have). Elrond's Counsel is a no-brainer, and Protector of Lórien synergizes ridiculously well with most Erestor-using archetypes.

As for the complement of 4-cost allies, one can easily adjust to taste. The powers of Treebeard and Northern Tracker needn't be reiterated. Since this deck is really only meant for multiplayer, a sprinkling of Ranged (Legolas, Haldir of Lórien) and Sentinel (Gimli, Vigilant Dúnadan) seemed appropriate. Súlien, too, can do a huge amount of work in massively multiplayer settings, and Faramir is always best when you can target the person with most questers at a given time.

Besides the cheap 1st-round questers, the other <4-costers are Halfling Bounder and Rider of Rohan, who obviously both thrive in a Thurindir deck. The Bounder is particularly nice in an Erestor build, as he neatly sidesteps the "ugh, why am I holding A Test of Will now" problem.
