This is an eagle ally deck that leverages Elrond and Radagast's resource smoothing and Wizard Pipe's deck-stacking abilities to get allies to the table consistently. High willpower and defense will help the heroes stay afloat while they wait for the eagles to inevitably come.
Getting Radagast's attachments out first is important, so there are copies of Heed the Dream, Word of Command, and Gather Information to get started with your search. Since you'll be using Elrond primarily to quest or defend early on, Vilya can wait until later in the game.
All three heroes can use their resources to pay for eagles, so you should be able to keep Radagast ready through questing each turn, then you can use him for defense (with A Burning Brand) or Word of Command with that readying advantage. Give Elrond the Magic Ring and Leather Boots for additional readying. Éowyn is here for quick willpower, low threat, Tactics resources, and that killer attack ability.
Using Rad's Wizard Pipe is critical to keeping the engine running. Messenger Raven will activate Rad's ability as you play it each turn, and piping a card to the top of the deck before the Refresh phase will ensure you get an extra draw each turn. It also helps to set up the right Eagle or Gandalf for Gwaihir's Debt. After Vilya hits the table, the pipe will come in handy yet again. The Galadhrim's Greeting is there for late game threat reduction - you'll need Vilya in order to play it.
Sideboard: I put these in to deal with tough conditions, lousy enemies, or need to turtle for a particular quest stage.
PS: Yeah, I know, 54 cards. But really, many of the events replace themselves. You'll get what you need.
