I wanted to build a solo deck that used all three of the elven rings of power. I thought that it would struggle with a starting threat of 36, but it ended up being pretty strong. Círdan the Shipwright would be a more thematic choice, but Gandalf has amazing synergy with Elrond. The deck is essentially an Elrond and Vilya deck taking advantage of Gandalf's ability to see the top of your deck at all times. Saruman is here for thematic reasons as you have almost the entirety of the White Council present. A pretty straightforward solo deck, but it is quite fun to play around with all of the attachments. Always mulligan for Vilya. If you don't like what's on top of your deck, you have many ways to shuffle and draw extra cards to look for something you like better.

How about some Elrond's Counsel for threat reduction as an alternative to some The Galadhrim's Greeting? Maybe 2 of one and 2 of the other?

Instead of the Defender of Cair Andros Déorwine , Defender of Rammas or Honour Guard could be good.

Also no Light of Valinor for Elrond?

There a few ways you can discard cards (Daeron's Runes Mirror of Galadriel Glorfindel) so how about some Silver Harp? You could also go for the Protector of Lórien way

@Alonewolf87a lot of good suggestions. I think Saruman could easily be cut for one of your suggestions, but in general I feel like the deck is too tight to take any cuts. Elrond's counsel is fine, but I generally am never paying the full cost for The Galadhrim's greeting, so I like having the bigger threat reduction. I like Defender of Cair Andros because you almost always will be able to defend for 4 and deal a damage to the attacker. Combined with Gandalf's staff to discard a shadow card, you are pretty safe to defend and know what you are getting. Light of valinor isn't a bad idea, but it is tough to decide what to cut there.
