I would add a Steward of Gondor on Thranduil so he can get more resources for allies, Nenya for a questing boost, Mirror of Galadriel for an extra card, Henamarth Riversong for scrying and Lórien's Wealth for more card draw.

With Thranduil you could include some or Silvan allies, like Legolas, Rúmil or Galadhrim Minstrel.

Silver Circlet is a dead card without Nenya, you should remove it. (or if you choose to add Nenya, consider making place for The Tree People, probably the best Silvan event in card pool)

I would also remove Silvan Refugee, the Forced effect does not synergize well with the Silvan bounce archetype.
