This is a turtling side quest deck that aims to eventually get out a Vigilant Dúnadan that (effectively) defends for 5 with sentinel without exhausting. It's pretty low on willpower early on, so it pairs well with a companion deck that can handle early game questing. (Beorn can help out with sentinel defending to repay the favor.)

Grab Gather Information to start and look for any kind of card draw in your opening hand (Gléowine, Dúnedain Pipe, The Road Goes Ever On, Daeron's Runes). Grab Keep Watch or Double Back with Gather Information, depending on the scenario and whether you're more desperate for threat reduction or weaker enemies.

Beorn is your early game defender, as usual. He benefits from Keep Watch of course.

When you're fully set up, you should have a copy of Spare Hood and Cloak on Arwen Undómiel and a Vigilant Dúnadan. Then do the following each round:

1) Quest with Arwen and use her ability on Vigilant Dúnadan.

2) During the combat phase, exhaust the Vigilant Dúnadan and give his Spare Hood and Cloak to Arwen Undómiel, readying her.

3) Exhaust Arwen Undómiel and send her ready cloak back, also using her ability again on the Vigilant Dúnadan, readying him. He is now defending for 4 (effectively 5 if Keep Watch is in the victory display).

It's not too hard to get the Legacy Blades up to maximum attack boost. It goes well on Thalion once he's a hero. You can also put another copy of Dúnedain Pipe on him. There are enough extra copies of uniques that there are usually good targets for the pipe.

this is a rarely option, where Blade Mastery can shine. (it can go on characters not only heroes.)

would take 3 of them. (you can evan play 2 of them and have a powerphase with 7 defense on the vigilant) and a Round Shield cam protect him further.

I would add a Anfalas Herdsman so you don't lose all the questing from one treachery

What about a Wild Stallion or two? Those would help the Vigilant Dúnadan quite a lot. Westfold Horse-breeder can help fetch them and chip in on questing.

@LEGOlas and @kjeld both excellent suggestions.

Though @kjeld the horse-breeder can't find the stallions since they don't have the mount trait and they don't have the attachment type until you attach them using their planning action.

Ah, right -- for some reason I just can't get it out of my head that the horse-breeder can fetch the stallion... It feels like she should!

@kjeld If you want something that can fetch the Wild Stallion, Fang, Grip & Wolf can get that job done. They also don't just search the top 10 cards like a Westfold Horse-breeder, these good boys will fetch a stallion from anywhere in the deck.
