I'm continuing my quest to design a great Rohan deck around Speoden. This is a variant of my songs and steeds deck, with Erkenbrand being replaced by Amarthiúl for an added splash of tactics. Hero readying and buffing provides some serious questing, attack, and most notably, defense. This means you won't need to be too afraid to keep an enemy or two engaged to activate Amarthiúl's tactics sphere.
Get Steward of Gondor onto Théoden on turn 1. If it doesn't show up and you get a Song of Travel first, then both should go onto Amarthiúl.
If Steward of Gondor is on Théoden, he gets Steed of the Mark and Elfhelm gets Snowmane.
Théoden with a mount and Herugrim will quest for 3, then attack for 6. Add a Song of Battle to bump up the attack and smooth over some tactics resources. Or give him a Golden Shield and let him sentinel for 5.
Amarthiúl defends AND attacks for 4 while on an Armored Destrier. Hell, let him ride two of them if you can.
Elfhelm gets Song of Travel, a mount, and Golden Shield to quest for 3 and defend for 6(!).
Unexpected Courage gets additional actions out of the buffed heroes. Sneak Attack Gandalf and Valiant Sacrifice those discard allies for card draw.
