Updated after some additional playtesting.
This is a Noldor deck that can roll out and ready the big allies.
Get To the Sea, to the Sea! as fast as you can! Use Galadriel's draw, Mirror of Galadriel, Daeron's Runes, or Master of the Forge to find it and feed your hand with discard fodder.
Will of the West keeps the deck alive, and Galdor of the Havens along with Silver Harp feeds Protector of Lórien, Glorfindel, and Imladris Caregiver. Threat will never be an issue once you start recurring those Elrond's Counsels.
Since this deck can capital Q Quest, it pairs well with a good combat deck. Weak on defense until you get out those allies, so be careful early on.
