In fact, those who do expect....
I know, everyone expects the Spanish Inquisiton, and the ubiquitous Three Hunters deck is no surprise right now. Nevertheless, here is my take on it. I've just completed all of the quests in The Sands of Harad with this deck, and the deck was very effective and great fun to play.
This deck is built around getting lots of attachments on the heroes. Card draw comes from Elven-light (which, when used to ready Gimli with Legolas' ability combos excellently with Sailor of Lune). You should also be able to get all the pieces required with the Master of the Forge and Weather Hills Watchman. Ideally, you want to get Steward of Gondor on Aragorn, with all of his other items (Sword that was Broken, Celebrían's Stone) so that he can pay for all of your cards (and leave Legolas and Gimli to use their resource each turn for Elven-light and readying). This might require putting Steward of Gondor on Gimli initially, especially in order to get Sword that was Broken on Aragorn as soon as possible, but extra copies of Steward of Gondor that you come across should go onto Aragorn once you have set him up.
As for the other attachments, you want as much action advantage on Aragorn as possible, so give him the Unexpected Courages. He also works well when decked out with the Sword of Númenor and the Dúnedain Marks. Gimli should have the Armored Destriers and Dúnedain Warnings.
