This is a fun mono-Tactics (mostly) Rohan deck. I've used it both solo and multiplayer, and it seems to perform decently in either. It does as good questing as it does attacking and defending. Card draw is often an issue for Tactics decks, so this one brings along Legolas, Bofur, Gandalf, and Foe-hammer to help in that department. You're also helped by the number of triples of important cards included in this deck. The extras you draw can then be ditched when using Háma's ability.
The idea is to look for Golden Shield early for Théoden, which will allow him to defend for 6 out of the gate (I've found defense has often been a problem in my Rohan decks - this seems to solve it!). With a Hold Your Ground!, you can quest and defend with Théoden until you get out a Song of Travel and Snowmane. Once you have those, you can use him to quest for 3, defend for 6, and attack with Herugrim for 6! Be sure you have an Hour of Wrath for when Éowyn gets mad, but they can also help a decked out Théoden.
I don't think this is going to be a "one deck to rule them all," but it is very fun and quite effective.
