Premise
Súlien is a card I never played much (due to her being only really good in high player counts) but always wanted to build a deck around. This is the result - a deck built around having Súlien as your Messenger of the King, to even be triggered twice per round if need be with the help of Unexpected Courage and the resource smoothing of Bifur. Since locations will not be that problematic with Súlien, Heirs of Earendil as well as other global location solutions like Northern Tracker and Greyflood Wanderer, you are free to run lots of cards who benefit from having locations enter play (like Stone of Elostirion or Dunedain Pathfinder).
How To Play
Resources are your main bother with lots of your cards (as well as Súlien's ability being quite costly in the long run. I therefore really like to see Resourceful in my opening hand (or Master of the Forge to fetch ASAP) to get a some resource flow going. Apart from that, there is not a whole lot of stuff to target to be honest, getting a Northern Tracker out sooner rather than later is very good though of course.
Considerations
The One Ring and The Master Ring are cards I almost always remove, since they are not desperately needed and usually better somewhere else. Warden of Healing (especially alongside Leather Boots) I really like to include here if healing isn't covered by another player. Mithril Shirt doesn't do a lot for you, but if it is needed across the table it is an easy include with the Guarded barely being a cost due to the nature of this deck. Thrór's Key is a very quest-specific include I often turn to if there are any locations blocking your strategy (e.g. a location preventing you to place progress on locations in the staging area). The Ruling Ring can be decent if you start with an engaged enemy to have a solution for that problem round 1.
