Hey!
First and foremost this is a theme deck. I know there are powerful cards (Steward of Gondor) I could add that make make it "better" but would spoil the theme so I am leaving them out. Treebeard makes sense with the theme and I just head cannon that Wilyador is the eagle that carried Bilbo and Dori in The Hobbit. My experience is that the deck is very very strong without breaking the theme. In testing I beat every quest in the first two cycles solo the first try except "Return to Mirkwood" where I got pretty unlucky on some doomed cards and threated out on my final staging before beating the quest. The second attempt I won pretty handily.
Second this deck was built to play saga with a couple of my friends which is why Frodo Baggins is sitting on the sidelines. Honestly though that is a great card this deck really doesn't want to increase it's threat since it starts at 27 so I think Fatty Bolger is pretty much just as good, normally you are piling additional hit points on Fatty so taking a damage or two is not a big deal.
The general strategy of the deck is to try and tailor your starting hand based on the quest or what you think you will need. Then let the heroes do what they do best, quest and action economy with Sam Gamgee, attack with Merry and defend with Fatty Bolger. Pippin fills in wherever but typically just quests.
For your starting hand you are looking for one of the following options:

Treebeard, fire him out there turn one to let him start building resources for action economy. He provides a ton of beef that gives the deck an extra strong defender or attacker and a lot of flexibility.

Hobbit allies from at least two spheres. With this strategy you really start rolling in turn two by throwing down two maybe 3 allies. Both this and the Treebeard strategy make for a bit of a slow turn one but 4 heroes helps soften that blow.

A bunch of zero and one cost attachments, Bill the Pony, Drinking Song. This strategy lets you blitz out a bunch of stuff turn one, then if you have Drinking Song you can recycle everything else in you hand for hopefully more cards you can play turn one. Give Fatty Bolger hit points defense and shadow cancellation, give Merry attack and sprinkle the rest around.
Lastly here is a bit of strategy for some of the more critical attachments Fast Hitch and Red Book of Westmarch.
This deck really sings with Red Book of Westmarch but in my experience has done well without it. Usually I put it on Sam because pretty much always quests. However in some quests it makes more sense to put it on Pippin so you can use Gaffer Gamgee every round and afford to pay for him the next round.
The best place for Fast Hitch is very quest based. Sometimes it is best on Sam Gamgee when you have to make willpower tests like hide tests outside of combat. Sometimes it is best on Fatty Bolger so you can defend multiple times. You can put it on Merry and then be able to attack twice a round with him and Treebeard if you are doing a lot of fighting. Sometimes if I can't make up my mind I put it on Rosie Cotton to give me even more flexibility.
