After a few iterations, decided to drop Éomer and instead use Éomer instead. The tactic version overall works a lot better with the eagles and can make use of the extra attack from Support of the Eagles just as well if not better with the help of Firefoot. You can easily trigger Éomer by Born Aloft, Flight of the Eagles and just defending Winged Guardian.
I find that Radagast's Staff usually is sufficient for resource generation and I dont really need Steward of Gondor.
Wizard Pipe + Messenger Raven combo, The Eagles Are Coming!, Word of Command helps with card draw.
Magic Ring is super versatile here and can go on Éomer or Radagast depending on the situation.
