An attempt to make Éomer work. The Eagles of the Misty Mountains + Support of the Eagles combo should hopefully buff Éomer enough to one shot one enemies in staging area per turn. There really isn't that many leadership cards in this deck so hopefully you can freely trigger Éomer's ability without too much draw back. On turns where you don't need Éomer's ability or Sneak Attack, you can always use resources for bouncing Messenger Raven.

As mentioned above, gives access to Sneak Attack which combos nicely into a lot of the allies in this deck (Gandalf, Meneldor, Descendant of Thorondor). What is better is that we can do the exact same thing with Gwaihir's Debt + Radagast as well. This should help snowballing Eagles of the Misty Mountains and sneaking Gandalf in multiple times is always fun.

Steward of Gondor and Radagast's Staff helps with resource acceleration.

Wizard Pipe + Messenger Raven combo, The Eagles Are Coming!, Word of Command, and Glamdring helps with card draw.

Questing shouldn't be too bad with Éowyn. Messenger Raven are also great for that. With the staging attacks and Meneldor you shouldn't really have that many threat building up in the first place.

There are a ton of ways to get rid of enemies in the staging area so you hopefully wouldn't have to defend much. Sniper Gandalf, Descendant of Thorondor, Flight of the Eagles and of course the eagle supported Éomer. Radagast with his Loyal Hound should be enough for defending smaller enemies if they do ever leak down. For bosses, hopefully you would have Eagles of the Misty Mountains all buffed up at that point!

Steward of Gondor should goes on Éowyn and should be the card you look for with Word of Command. Wizard Pipe should be second on the list for the card draw engine.
