A deck focused on questing, and attacking enemies in the staging area with Dúnhere. Enemies who get engaged with you should be low enough to kill with Gondorian Spearman / Spear of the Citadel. There is Mablung + Gondorian Shield defense if necessary, or chump-blocking with Westfold Horse-breeder.
There is also some Rohan synergy, with cards as Charge of the Rohirrim, Astonishing Speed and Ride Them Down, topped off by good value-for-money quest cards.
v2: Added Escort from Edoras instead of Silvan Refugee for making chump-blocking more viable, have a strength boost for Ride Them Down and Astonishing Speed, and make the life of the other player somewhat easier.
