It's tough taking Éowyn out of a good Rohan deck, but I wanted to try out the new hero version of Elfhelm. Thanks to his ability, songs now have the added benefit of stat boosting mounted heroes, which is a thematic home run.
Éomer should pyramid saddle with Firefoot and Rohan Warhorse, so he can swing for 8 two times in a round. Théoden gets Snowmane, Song of Kings, and an Armored Destrier so he can quest, defend for 3, and fight. Elfhelm gets Steed of the Mark and an Unexpected Courage, so he can provide extra defense and questing, and perhaps a little extra combat damage with his third action.
Card draw is a weakness, so save those Sneak Attacks for Gandalf. Or you could bomb in Éomund or Westfold Horse-breeder for their effects and an opportunity to activate Éomer.
