Finally FotW has dropped so I corrected for the right Eowyn.
For the love of shoes and everything holy, use TÉowyn instead of Éowyn

Ever wanted a deck where you don't have to play a single card during planning and can quest for 7 out of the gate and have 2 ready Sentinel defenders able to take whatever the encounter deck throws at you first turn (or quest for 10 with one defender ready)?

Well, look no further my friend. you have found that deck.

Split the toys pretty much between Aragorn and Théoden. Legolas gets his blade and his bow. Azain and Déorwine get the armor.

THE FIREFOOT BOMB: Firefoot goes on Éowyn so that you can pop Eowyn's +9 , kill off a weakling, and then use Firefoot to direct damage another foe into oblivion.

Once this deck gets rolling you should be able to quest, defend, and then kill whatever the encounter deck throws your direction.

For multiplayer, consider swapping out A Test of Will and Elrond's Counsel for Hands Upon the Bow and either Valiant Sacrifice or Galadhon Archer.

Out of curiosity, what are you typically triggering your Foe-hammer off of? The only weapons I see that can attach to your heroes are the 2x Herugrim and the 2x Raiment of War.

But the Raiment seems unlikely to ever actually wind up on a hero since it can only go on Theoden, who would rather reserve his restricted slots for the Herugrim, instead. And Herugrim doesn't play nicely with Foe-hammer since you have to exhaust it to trigger its bonus in the first place.

A fair point. my thoughts were that I wouldn't be attacking with Théoden every round and if I did there would be a couple rounds where I could attack with him and an ally (or two) so I wouldn't need to use Herugrim and could then use it for Foe-hammer. Though maybe finding room for a weapon for Éowyn might not bee a bad add.

@aristal Yeah, devoting a bit more deck space to weapons would go a long way towards increasing your consistency. The big weakness of Foe-hammer is that you need the pieces in play to satisfy its condition and get the draw, but you need the draw to get the pieces in play to satisfy its condition to get the draw, which you need to get the pieces in play, which you can't get without its draw, which you can't get without the pieces in play. It's a catch-22.

If you're mulliganing aggressively for Foe-hammer, (i.e. chucking any first six cards that don't include it, regardless of what they are), your chances of getting it in your opening hand are just 43%. But even if you land it, the odds of also having either Raiment or Herugrim are just 42%, (you have six non-Foe-hammer cards in your opening hand, there are 49 other cards to choose from since we know one Foe-hammer is already accounted for, and you have four viable weapons).

So now your odds of getting a usable Foe-hammer in your opening hand drop to 18%, and that's not counting the odds of also getting a Celebrian's Stone or a Good Harvest to play your weapon if it happens to be Herugrim.

If I'm going to be running Foe-hammer, I usually like to shoot for 8-10 hero-viable weapons, or else I figure I'll never actually be able to trigger it before the game is over. In a pinch, you can get by with a little bit less if you either have some other form of card draw, (usually in the form of a Lore splash), or if you have some means of fishing out weapons, (Ally Galadriel, Tactics Bofur, Master of the Forge).

Come to think of it, with 25 attachments in your deck and none costing 4 or more resources, Ally Galadriel is probably a good add all around.
