base-idea is cool!

i think, to make a Council of the Wise keep at good running, it is needed to gain at least 1 additional card per round. so, you get overall 3 cards per round (1 base, 1 per contract), so you can posssible use all 3 options.

this would be hard to realise with this combo. perhaps using a green woman instead of Na'asiyah ? imo that would make it far more efficient. (e.g. Beravor )

if you are not interested in such heavy change of your basedeck, then a few questions:

• why Birna? you have no other beorning-chars, and if you want her for her willpower, then there are other options ( Pippin, Grimbold, Beechbone that have additional uses beside their 2 willpower as tactic-ally )
• why the tactic-elves?

if it is, because they are woman, the to be consistent, you "should" not take Galion he is male.

additional small points:

• Silvan Refugee and Silvan Refugee are the same card, you can only have 1 of them.
• i include Hidden Cache in my council-decks, because this card is si flexible, its neutral and either pasy for itself (using contract-ress) or u get 2 cards for 1 res (using card at contract)
• i miss Foe-hammer
• would include Raiment of War, Gondorian Shield Golden Shield , Dagger of Westernesse , War Axe , and Warrior Sword

if you would choose a green woman, you could include very helpful cards like:

• Daeron's Runes
• Deep Knowledge
• Galadhrim Healer
• Peace, and Thought
• Drinking Song .....
