This is my first published deck, so I hope I didn't make any big mistakes. I used this deck to win "A Storm on Cobas Haven" (and then I also won "The City of Corsairs" with the same deck but it works better for the Cobas Haven scenario.)
In both scenarios my 2nd ship was Nárelenya (reduce the cost of the first ally you play each round by 1). Using Arwen Undómiel's ability I could discard a card to add 1 resource to any of my hero's pool so I could play allies for 5 resources each round.
In the Cobas Haven scenario I chose Sea-ward Tower as my starting objective and cleared it on turn 1 so I could stay on-course all the time. I used 2-3 allies for the sailing test during the first few turns but I switched to 4 as soon as I could afford it so I could draw 6 cards (which was barely enough sometimes).
I tried to stay on-course in the City of Corsairs too but I failed multiple times so I changed my approach and ignored sailing. In the first round I defeated the enemy who came with the Stormcaller and in the 2nd and 3rd round I used Aragorn+Erestor+Dream Chaser+2 other allies to attack and defeat the Stormcaller.
In both scenarios I tried to use up all resources every round so enemies can't steal it. This worked most of the time but not always, I still lost a few resources to corsairs.
This is an ally-only deck because Cunning Pirate would discard attachments and events are unlikely to come up at the right time. And there are no big synergies in this deck, if it can survive the first few rounds then the sheer number of allies can overcome anything the encounter deck throws at it. It is still fun to play :)
Beorning Skin-changer / Beorn / Giant Bear: the usual drill, you play skin-changer and the other 2 goes to your discard. You can use skin-changer to sail or quest and then discard it in the combat phase to bring in a Beorning. (I tried to delay the change until I really needed that attack power).
Defender of Rammas: he can block most of the corsair attacks if you can stay on-course (some shadow cards add +2 attack if you are off-course).
Elven Jeweler: ideally you should draw 1 (or 2) in your starting hand and put it into play for free (you would discard some cards anyway).
Envoy of Pelargir: it can add a resource only to Arwen's pool but it is a 1 cost card with the refund so sometimes it is an extra card you can play.
Erebor Record Keeper: another 1 cost card which might mean an extra ally.
Galadhrim Weaver: if you get lucky you can shuffle back a Beorning Skin-changer or Gandalf (if you had to discard it and you need threat reduction).
Galadriel's Handmaiden: 2 cost but also 2 questing power.
Galion: free sailor!
Gandalf: mostly for threat reduction.
Gondorian Spearman: mostly for blocking but during the first couple of turns I try to block with Aragorn and Erestor to keep as much allies as possible for sailing and attacking back.
Henamarth Riversong: he is super useful in true solo because most of the time you draw only 1 card from the encounter deck.
Imladris Caregiver: you will rarely have enough cards to discard for healing but sometimes you do.
Ioreth: if you don't draw a green card (or you draw a copy of unique already in play) then you can use your green resource to heal, otherwise she can help with sailing.
Lindon Navigator: he can sail and then if you have a card to discard he can quest too, it can be super useful during the first couple of turns.
Mithlond Sea-watcher: the top card is always an ally so he always attacks for 3!
Riddermark Knight: he can be used for sailing if there are enough attackers but he is also useful to get rid of enemies as quickly as possible during the first couple of rounds.
Silvan Refugee: changing skin-changer to a Beorning or playing Gandalf will discard it but he can be still very useful if he stays for a few rounds (and he can be used to captain the captured Corsair Skirmisher).
Veteran Axehand: nothing special.
West Road Traveller: I never used his Response but 2 questing power is always useful.
Westfold Horse-breeder: no mounts in the deck but she can be used as a cheap sailor.
