A mono-tactics willpower deck, simply because that is now an option.

Capable of performing well in willpower or Battle quests. This was able to defeat Peril in Pelargir operating as the only questing deck.

I had success with this deck as the "questing" deck playing alongside a combat-dedicated deck, where this mono-tactics deck was not expected to engage enemies, and sent everyone questing every turn.

There are a few sources of resource management: Hirgon's discount, Radagast for Eagle allies (or healing as needed), Treebeard for Ents (only the Derndingle Warriors and Beechbone), and The Red Arrow. And Sword-thain on any unique ally provides added willpower via Théoden's boost, as well as an extra resource every round.

Card draw is limited to Legolas, Gandalf, and Foe-hammer. You can occasionally engage enemies when Foe-hammer is ready, or actually the entire deck can switch over to a combat role at need (although it is weak at defense).

Trained for War provides a questing boost because allies have greater attack value than willpower, but in the early game it will hurt you, as it works against Theoden and Éowyn.

Why Born Aloft? That's for Gandalf. You can also use it as a roundabout form of healing, or you could include Descendants of Thorondor to use with it. Rúmil may also benefit a little. Remove this card for any of the sideboard options as needed.

It is not difficult to get 9 traits on the table for The Free Peoples.
