Even if mono tactics decks received a strong boost in the last expansions, it's still the hard to muster the willpower numbers that Spirit and Leadership can achieve, nor can't they remove threat from the staging area like Lore does.
But one of the greatest events for willpower boosting is actually neutral: The Free Peoples. It is especially great in tactics, because our heroes and allies have often strong questing and combat stats that we can use both if we ready them. So i decided to build this mono tactics deck to make maximum use of this card. It is designed for solo play, but like most Free People decks it becomes better with more players. Three copies of The Free Peoples and The White Council to recycle them are a most have, and Gather Information helps us to get them because there isn't that much card draw in the Tactics sphere.
To achieve our nine traits we want to begin with a maximum on our heroes, which is seven. Hirgon is the only one with the Scout trait and and for Rangers we pick Aragorn over Mablung because he brings an additional tribal trait. Théoden gives us Noble and Rohan and boosts our starting willpower to 9. Éowyn might be another option, but Theoden has better combat stats and we plan to ready him, and Eowyn is overused anyway.
To reach the final two traits, the Eagle allies which also have the creature trait are a great help. Just one of them, maybe reduced by Hirgon, and it's not that unlikely that we can play The free peoples on round 2. The only allies that don't ad an extra trait are Defender of Rammas and Honour Guard which are in my opinion staples in most tactics decks.
This deck is not as easy to pilot as it might look. It is very important to play The Free peoples at the right time. Sometimes it is tempting to play one to get a quick kill on an enemy, but than you might miss the boosting in a later turn. I often play one very early (round 2 or 3) to get a foothold against the quests and save the others for later.
Golden Shield is in the sideboard because your are in general fine with Defender of Rammas and Derndingle Warrior, but against quests were you have to regulary defend a boss enemy you might need a strong defender. Favor of the Valar or Secret Vigil might be better options against quests with lots of threat raise, but i like the flexibilty of Gandalf to do other stuff and the possibility to use his stats twice.
