Intro: I've tried to find the best deck for Elladan and Elrohir. Considering that both heroes are good for combat, I've tried to get extra resources with Théodred and bring key allies to play like Erestor, Faramir, Longbeard Elder.Tested it on Khazad-Dum and Dwarrowdelf cycle. For most of the scenarios the deck worked fine.
Strength:
- With a spare resource Elladan and Elrohir can deal with most of the enemies.
- Once I got enough allies in play the deck became very balanced with double digit willpower and decent attack/defense
Weakness:
- Low quest progress in early game stage
- I found myself often with many resources but few cards, without getting Gandalf or Valiant Sacrifice I was stuck.
Best Combo/Cards:
- Elladan empowered with Rivendell Blade, Blade of Gondolin and Dúnedain Mark made him extremely deadly.
- Gandalf with Born Aloft and Sneak Attack I could reuse Gandalf over and over.
- Faramir, Erestor and Longbeard Elder were key in quest progress, plus Erestor helped to optimize the cards on hand.
- The usual core set cards like Steward of Gondor, Quick Strike, Feint,...
Medium/Low Cards:
- Théodred was fine in early stage to get more resources but afterwards didn't helped much. I've only picked him from because of low threat, considering that Elladan and Elrohir got to 20
- For Gondor! - didn't used much
Final Thoughts: I've enjoyed the Elladan/Elrohir combo, but without enemies their potential is weak. Once I find a good replacement for Théodred I might get back to this deck. Not my best but still a decent deck.

Since card draw is one of the major weaknesses, I would strongly recommend swapping your three Born Alofts with three Foe-hammers - you have five weapons so it shouldn’t be too hard to pull off. I also find Dúnedain Warnings to be extremely useful on Elrohir, consider swapping out your Common Causes for two of those. |

Have you considered Heir of Mardil so that when Theodred gives a resource, the character readies? Looking at the cards you used, you may not have that pack yet, but that's a combo I've used with a similar deck.
