This deck has strong questing power because of Éowyn and Glorfindel, as well as many Spirit allies. It's biggest weakness will be fighting enemies, but because of the low starting threat, hopefully you'll have time to power up some defenders via Armor of Erebor and Arwen Undómiel. This deck might pair well with the mono-Tactics deck, which can handle the enemies much better.
There are some valuable cards to find early on, especially Arwen and Light of Valinor, so there are 3 copies of each in the deck, even though they're unique. The extra copies can be used to fuel Éowyn's power.
Map of Rhovanion is a Lore card, but Bard son of Brand can play it because it's an item. It will go nicely on himself or especially with North Realm Lookout.
Erebor Toymaker can be very good value if you also have a 2-cost attachment in hand, so hopefully you can make the timing work well.
You'll have good control of treacheries and shadow cards with 3x A Test of Will and Hasty Stroke, allowing you to defend a bit more safely. You also have great threat control, with Elrond's Counsel and The Galadhrim's Greeting.
Note that this deck also includes the classic combination of Imladris Stargazer and Zigil Miner, which should allow you to generate a lot of resources and filter the cards you want to discard or draw. Also note that the knowledge you gain from stargazing will be quite useful to the Long Lake Fisherman as well.
Remember that if you put enough progress on a location in the staging area to explore it, then you never need to travel there. The Northern Tracker's can handle quite a lot of locations that way!
