The core of this deck is to deploy as many Outlander Allies as possible for their stacking bonuses (for themselves as supports but also specifically for Forlong and Hirluin the Fair), with Hirluin the Fair and Elrond financing most of this activity. There are multiple potential paths for card draw and extra resources, with Arwen Undómiel's discard ability (+Elven-light and Galdor of the Havens), Elrond+Vilya, Steward of Gondor (reserved for Elrond), and events/allies that can enable additional card draw.
Hirluin the Fair can become supercharged with the Outlands allies in play, and at least one Unexpected Courage is intended for him to become a combat powerhouse, but more copies are always welcome.
Warden of Healing synergizes with Elrond to keep fielded allies alive as long as possible, and both Will of the West and Men of the West can "re-up" discarded cards in their own way in the event of a catastrophic board wipe.
Song of Wisdom, Vilya, and A Good Harvest are present to provide alternate paths to pay for cards in cases when other resource matching methods have not yet been established.
The Galadhrim's Greeting and Double Back are present to provide some threat reduction in the case of a game taking long enough to risk threat-based elimination.
Master of the Forge and Gather Information can help to delve for Vilya and/or Steward of Gondor primarily, and if those are already found, then they could be used to find Unexpected Courage secondarily.
Overall, the deck is about versatility for card draw and resource collection/matching with the aim of fielding and maintaining an ally swarm that can take on the given encounter deck.

This deck is really smart, and I love how Arwen Undómiel can give resources to Elrond. However, I would remove Vilya, Will of the West, Song of Wisdom, Galdor of the Havens, Lórien's Wealth, and possibly a copy or two of A Good Harvest. Elrond's Counsel, Light of Valinor, and Daeron's Runes should be an automatic includes. Consider adding Legacy of Númenor and Deep Knowledge for addition speed. I am inspired by your deck to replace Hirluin the Fair with Erestor. This would allow Lay of the Nauglamír to be bought easily.
