Premise
This is a pretty standard Rohan swarm deck starring Lothíriel. You use your swarming tools (Steward of Gondor, A Very Good Tale, Legacy of Númenor and The Muster of Rohan) to build up a strong Rohan army as quickly as possible, utilizing Lothíriel's ability as a way to ambush some nice one-time effects. Lategame, you can recycle whatever you deem to be central with Gúthwinë and/or Gamling.
How To Play
In my opening hand I like to see at least two of the following six cards: Steward, Legacy, Horn of the Mark, A Very Good Tale, Muster of Rohan or Gather Information (to fetch one of the cards previously mentioned). The more of those cards you see the better, since those are the tools you need to really accelerate. You can then kick on from there to gain momentum.
Considerations
Escort from Edoras is really good if you expect to need heavy questing (and is probably a straight swap for Rohirrim Scout outside of solo). Westfold Horse-breaker can also be good in higher player counts as an emergency option. The One Ring and Inner Strength are options if you expect heavy enemy pressure (especially in terms of shadow cards). Man the Walls is an automatic include in 3-/4-player-games.
