This is secrecy deck 2 of 2.
They are both spirit and lore and they are meant to be played together.

The 2 decks both focus on treachery cancelling using A Test of Will and encounter deck manipulation using Out of the Wild and Risk Some Light. Putting cards in the Victory Display using Out of the Wild enables cheap or free use of Keen as Lances for either card draw, resources on one hero or threat reduction.
The 2 decks also has the same focus on playing the cheap secrecy allies Celduin Traveler and Ithilien Lookout. These also provide minor encounter manipulation, when played.
Dealing with enemies are not handled the traditional way as in enemy and player attack. Instead the focus is to kill enemies in the staging area with rangers Ithilien Lookout and Ithilien Archer with Ranger Bow. With all copies of Ranger Bow in play across the fellowship single enemies with up to 6 hitpoints can be killed in the staging area in one round (provided they are not immune to player card effects) even in the planning phase. This allows you to prolong or speed up questing through locations or quest cards by killing the enemies before or after quest resolution.
Threat reduction are available in both decks with Elrond's Counsel, Keen as Lances and Gandalf. For this specific deck Aragorn can also once reset the threat back to 17.
Resource generation are available through Resourceful
This concludes the parts where the 2 decks are similar. The section below describes the specific focus of this deck compared to the other.
This deck has a specific focus, that the other deck does not have: Location control with 3 copies each of Northern Tracker and Rhovanion Outrider and Asfaloth.
Aragorn can in the early game defend for both decks and take some hits before hopefully being healed by a Warden of Healing
Card draw is available with Gléowine and semi-card-draw through Master of the Forge.
This deck and the other are meant to be played slow setting up board state.
Best cards in opening hand are: Light of Valinor, A Test of Will and one or two cheap allies. If you know the quest starts up slowly Resourceful could also be good.
For quests with a lot of doomed encounter cards Elrond's Counsel would be good and 1 or 2 from the sideboard should probably be switched in. What should be switched out depends on the composition of the quest and encounter cards.
