This a thematic deck that uses the new Hirgon card. Bringing The Red Arrow to Théoden, he tries to convince the Rohirrim to ride to Minas Tirith, where Gondor builds up his forces.

Most times you will quest with all your heroes until you get out a Golden Shield on Théoden. So defense in the early game is important, here can help a card like Defender of Rammas, Déorwine or White Tower Watchman. The first two are also great targets for Raiment of War. There is also a lot of attack cancellation with Grimbold, Feint and Thicket of Spears.

On the other hand you have some great attacking allies like Knight of Minas Tirith (who combines nice with Gondorian Spearman) and Legolas. He's the only not so thematic card in the deck, but his card draw is to important for mono-tactics.

I had the idea to build a deck exactly with this 3 heroes, I really like your approach, I hope it doesn't bother you if I take it as a base for my own!

I'm with @wehehe. Nice deck! This was my first idea for Hirgon, though I wasn't sure if I was going to go all in on Tactics or include another sphere. Well done though I like your version!
