Description
In this scenario, each player removes the top 20 cards from their deck into an out of play deck (to search for Mugash).
Mulligan deck1: Gondorian Shield, Legolas, weapons
Mulligan deck2: Steed of Imladris + Elven-light, Pelargir Shipwright, Light of Valinor
Attachments:

Put a Rivendell Blade on Legolas ally.
Steed of Imladris combos with Elven-light.
Use Escort from Edoras for Stage 3 quest push, and save one Test of Will for the "Take Cover!" treachery.
For Mugash and/or his Guard: Goblin-cleaver, Marksman of Lórien
Aragorn only needs 4 to match highest location threat (Action ability)
Opening locations (suggestion): Methedras, Orc Cave
Mugash: Attach to Elrohir when defeated/captured (timing: must defeat when first player)
After playing again, I made a slight change: replace Galadhon Archer with Gondorian Spearman. Enemies mostly engage that player, so ranged is not needed and the ability is not useful. I thought about using Farmer Maggot, who can quest for 1, but decided to go with the cheaper, non-unique ally. Once in a while, an enemy survives combat with 1 hit point remaining (example: Beorn attacks enemy with 2 defense and 4 hit points), so the Spear-chucker Guy is useful in that case.
